Warheads matter less than delivery systems.
If you believe some crackpots, Libya has been using tactical nuclear weapons against the rebels. Not much point in worrying about living on a target. You're American. You can't avoid it.
I'd say there are plenty of places in the US which are quite a bit lower on the target list of any sane opponent.
